Entries close Sat 10 Oct, 18:55, and the winner is drawn from the tickets actually entered.

A ticket that is never sold cannot win, so a draw that does not sell out is drawn from fewer tickets than the total. The worst case is if all 26,000 sell — better if they do not. That is the least favourable reading, and the real one can only improve it.
